Bilal Seçkin was a correspondent of Dicle News Agency (DİHA) which was later closed by a decree. He was taken into custody in a police raid to his house on January 28, 2016 in the morning in Kars. The computers and hard discs at his house were taken. Seçkin was taken to Kars Police headquarters and accused of “membership to a terrorist organization” (Turkish Criminal Code article 314). That he did not inform the police about an action on the İbrahim Ethem Aykut Avenue in Bülbül neighbourhood in December 2015 and his social media posts were shown as evidence.
He was released the following day. Police regurned Seçkin his computer and his hard discs 5 months later. Yet, the investigation stayed open for 7 years. Kars Chief Prosecutor’s Office decided that there was no need for a public inquiry about Seçkin 7 years, 1 month and 3 days later on February 21, 2023 (March 16, 2023)
